Jesus gave the power promise to his disciples in Luke 24:49 as a necessary fulfillment of the scriptures.

49 Behold, I send the Promise of My Father upon you; but tarry in the city of Jerusalem until you are endued with power from on high.”
It was necessary and proper that the scriptures be fulfilled and the gospel be preached to all nations beginning at Jerusalem. That is why Jesus told his disciples to tarry in Jerusalem.

27 To them God willed to make known what are the riches of the glory of this mystery among the Gentiles: which is Christ in you, the hope of glory.
The mystery of Christianity is that the true power of the universe is Jesus and the Father abiding inside of you through the Holy Spirit. No other religion has this power.
If anyone tells you this power promise stopped in Jerusalem, then it could be they have not allowed God’s true and perfect will be made known to them. This power gift did not stop at Jerusalem because God’s not finished yet. Because this gospel still needs to be preached and we still need to see witnesses of this gospel.
